Bank account showing insufficent funds money is there.?

My bank account is showing insufficient funds when I try to withdraw money, yet it shows my balance as being over 1000 what would cause this? Also if a tax levy had occurred how would that appear on my bank account? Any help would be greatly appreciated, I can not find any info from TCF.
