Please help me get out of my tax troubles!!?

I started a business 5 years ago...(I was 18). The business does pretty well but at times its tough. Anyway, I got into some tax trouble...I didnt pay for my taxes for a couple years (board of equalization and irs). I FINALLY for the past year have been paying my business tax on time however there is a past balancve that was $800 and now is $3600 with penalties...I am basically about 20,000 in tax debt!! I dont know what to do... :( I know I made a mistake but im obviously trying to make my way out of it...especially since ive been paying ontime. They are always levying my account which leaves me nothing to pay for bills...how can I continue to pay for my current bills/tax ontime when they take everyhitng from the past!! I need advice..I have a accountant but am considering getting a new one..I cant afford the debt that im in. The business makes just enough to pay bills (maybe a tad bit more) and pay for current taxes...I cant manage to pay past tax, bills and current tax...impossible!
